Penang 3 Major Roads and 3rd Link

Penang 3 Major Roads and 3rd Link undertaken by Consortium Zenith is a strategic traffic dispersal plan to cater to the rising number of vehicles on the road and to provide a long-term relief from congestion.

PMRT consists of three major roads, which are toll-free, as below:

  • Package 1 – North Coastal Paired Road (NCPR) from Tanjung Bungah to Teluk Bahang
  • Package 2 – Ayer Itam – Lebuh Raya Tun Dr Lim Chong Eu Bypass
  • Package 3 – Persiaran Gurney – Lebuh Raya Tun Dr Lim Chong Eu Bypass

The Ayer Itam – Lebuh Raya Tun Dr Lim Chong Eu Bypass is the first component to take off under the PTMP, with the groundbreaking ceremony held on 2 November 2019.

The three major roads will:

Make Penang a more vibrant and liveable city

Bring high multiplier economic impact

Attract talent and investment at par with other global cities

Increase productivity and personal time with less time on the road

Enable easy commute to work or play

North Coastal Paired Road (Package 1)

The toll-free North Coast Paired Road (Package 1) will serve as an alternative road connecting Tanjung Bungah and Teluk Bahang.

The new road will help disperse traffic from the existing roads such as Jalan Teluk Bahang and Jalan Batu Feringghi, and provide locals with an alternative road to avoid traffic congestions during peak hours or accidents and other incidents that lead to road closures.

Currently without any alternative route, locals traveling from Sekolah Kebangsaan Teluk Bahang to Maybank on Jalan Lembah Permai in Tanjung Tokong take 21 minutes (11.2km).

With Package 1, they will need only 7 minutes (10.57km) to travel between the tourist belt of Teluk Bahang, Batu Feringghi and Tanjung Bungah, and George Town.

Ayer Itam – Lebuh Raya Tun Dr Lim Chong Eu Bypass (Package 2)

Early works on the toll-free Ayer Itam – Lebuh Raya Tun Dr Lim Chong Eu Bypass (Package 2) began in 2020, followed by construction in February 2021.

The four-lane Ayer Itam – Lebuh Raya Tun Dr Lim Chong Eu Bypass will serve as an alternative route to the northern and southern parts of Penang Island, leading to better traffic management and sustainability of existing and new growth centres.

The bypass will reduce travelling time from 40 minutes to 5 minutes from Ayer Itam to Lebuh Raya Tun Dr Lim Chong Eu (LCE). Those using the bypass to travel from Jalan Bukit Gambir to LCE will reach the expressway in one minute (950m), instead of 3 minutes (1.2km) with the existing route.

With its three strategic interchanges, which are linked to highly populated areas along the alignment, the Ayer Itam – Lebuh Raya Tun Dr Lim Chong Eu Bypass will also help ease traffic congestion in the existing road network.

The toll-free Package 3 serves an alternative road from Lebuh Raya Tun Dr Lim Chong Eu to Persiaran Gurney.

The details of the toll-free Persiaran Gurney – Lebuh Raya Tun Dr Lim Chong Eu Bypass are as below:

The Third Link is the fourth phase of the PMRT undertaken by Consortium Zenith. It will connect Persiaran Gurney, George Town and the Butterworth Outer Ring Road (BORR) in Bagan Ajam, North Seberang Perai.

Measuring about 6.8km from shore to shore, the Third Link – either in form of a bridge or tunnel – will support, disperse and distribute traffic to reduce congestion and bottlenecks. It will help ease congestion on the Penang Bridge, which is now heavily used by motorists from North and Central Seberang Perai.

With the absence of vehicle-carrying ferries serving motorists traveling between George Town and North Seberang Perai, this component will be needed to solve high cross-channel traffic demands in the future, as the Penang Bridge has reached a saturated level of service during peak hours, holidays and accidents.

When completed, the Third Link will become a shorter alternative that saves time and cost for motorists traveling between George Town and North Seberang Perai.

 

The component is still at proposal stage. The Penang State Government will make its decision on the component’s implementation after receiving written reviews from the Penang Port Commission and Penang Port Sdn Bhd, which are affected stakeholders.
